Zaheer is one of the main antagonists of The Legend of Korra, the sequel to Avatar: The Last Airbender. He is the main antagonist of Book Three: Change and a minor character in Book Four: Balance.
He is the leader of the Red Lotus who strongly believes in the foundation of a new world without the Order of the White Lotus, the four nations, or the Avatar. After the Harmonic Convergence of 171 AG, he also became an airbender and, after having let go of his final earthly tether, he unlocked the ability of flight, becoming the second person ever to have done so.
The Red Lotus left in their pursuit of Korra, who was now an adult and planned to kill her in the Avatar State.
However, Zaheer was defeated by Korra's close friend and surrogate sister, Jinora and her escaped Airbenders, apprehended by Suyin and Lin. Bolin ended up stuffing his sock into Zaheer's mouth, silencing him. Three years later he helped Avatar Korra get over her fear of him and reconnect with the spirit world after Toph Beifong found traces of the Red Lotus poison in Korra's bloodstream, thus helping her find a away to defeat Kuvira.

In the past, Zaheer joined the Red Lotus as a teenager and learned about Raava and Vaatu, and Avatar Wan's decision to separate them, which he believed disrupted the world's balance. Zaheer saved the life of a young female combustion bender, P'Li from being turned into an assassin by an unnamed Warlord. The two fell in love, begun a romantic relationship and joined the Red Lotus on the dream to defeat any controlling government.
Thirteen years prior to the series, P'Li, Zaheer, Ming-Hua and Ghazan attempted to abduct Avatar Korra as a child, planning to raise her in their philosophy after being guided so by Unalaq. However, their kidnapping attempt with stopped by Avatar Korra's father Tonroq, Chief Sokka, and Lord Zuko.
Deemed extremely dangerous, Zaheer, like all his compatriots, was deemed extremely dangerous and was placed in a specialized prison cell exclusively for him. Like his Red Lotus allies, he was brutally interrogated about his motives for kidnapping Korra, none of the criminals revealed anything. However during the Harmonic Convergence, Zaheer became an Airbender, broke out of prison and planned to rescue his compatriots, finishing with P'Li.
