President Seraphina Picquery is a supporting character in the Fantastic Beasts and Where to Find Them film series.
She was an American witch born in Savannah, Georgia. Around the time of the first and second films, she was the President of the Magical Congress of the United States of America. However her term ended in 1928. She was immortalised on a Chocolate Frog Card due to her actions of making the Thunderbird and the rest of the magical creatures across North America a protected species.

Like Fudge, Seraphina believed in maintaining order in the magical community, firmly believing in covering up from the human world. She did this by wanting the humans in New York City to forget Credence Barebone's attacks on the No-Majs but thought it was impossible until she willingly allowed Newt to use the venom of the Swooping Evil by asking Frank the Thunderbird he had brought with him to fly across the city and create a storm with it so it would successfully erased all the bad memories of every No-Maj New Yorker of having seen magic. However she didn't see Jacob Kowalski an exception to this role despite the fact that he played a role in helping Newt Scamander. Unlike Cornelius Fudge, she believed these were a necessary evil because of the laws prohibiting human and magical relations.
Seraphina had some morals, as she passed a law that protected all magical creatures across America in appreciation for the Thunderbird creating a rainstorm that made everyone in New York City forget about the Obscurous attacks being unleashed by Credence Barebone. She also reinstated Tina Goldstein to her position as an Aura but at the same time was blunt with Newt, telling him to never come back to the United States. She continued to hold a modicum of respect for Newt, believing that he would exercise discretion and incorporate these magical beings into the initial edition of his book. This was mainly because she was concerned that tourists might seek out the Thunderbird and other American creatures. Surprisingly, Newt agreed and did not put them in his book, for now at least.

- Both are the authoritative figure in the series.
- Their dynamic with the main protagonist is different. Serafina and Newt went from enemies to allies while Fudge and Harry were in reverse. Additionally Seraphina and Cornelius initially don't believe Newt and Harry's accusations against Grindelwald and Voldemort respectively until it's too late.
- They were both deceived by a highly respected wizard (Percy Graves and Lucius Malfoy).
- They both like to cover up events to maintain balance in the community. Fudge tried covering Lord Voldemort's return while Seraphina wanted the human world to forget about the Obscurial Credence Barebone.
- However, Seraphina is more concerned with the protection of the magical community being discovered while Fudge was more concerned with his image.
- Unlike Fudge, Seraphina genuinely cares about the well-being of the community.
- Additionally, unlike Fudge, Seraphina willingly ends her term as president with grace while Fudge ends his with scandal.
