Atwood was a member of Hydra who was installed into power because the organization had Bucky as the Winter Soldier assassinate all of her political enemies. However, after the dissolvement of the organization, Atwood stiabusediher power. t. She ordered one of her assassin's to take outonce of her rivals. However, her conversation was being recorded aher et car was hijacked by Bucky, the very same who helped her. Before Atwood's arrest, Bucky told her that he was making amends of his past crimes and she was on the top of his list. She was subsequently arrested and taken into FBI custody.
