Usagi Tsukino (月野 うさぎ, Tsukino Usagi) is the titular main protagonist of Pretty Guardian Sailor Moon. She is the Sailor Guardian of love and justice, Sailor Moon (セーラームーン, Seeraa muun). Originally from a prosperous civilization on the Moon known as the Moon Kingdom, she was reborn on Earth and re-awoke as the leader of the Sailor Guardians.

She exhibits a propensity for complaining and often becomes easily angered, especially in relation to Mamoru Chiba. Her demeanor is generally more serious, and she demonstrates proficiency as a fighter. She finds pleasure in pursuits such as knitting, karaoke, and visiting amusement parks. Additionally, she shows a greater level of thoughtfulness, trying to consider the feelings of others in different circumstances, including Mamoru's relationship with Hina.

- Moon Prism Power, Make Up: By uttering those words, Usagi can summon her alter-ego, Sailor Moon.
- Lunar manipulation
- Moon Healing Escalation: A healing attack that Sailor Moon uses to heal people who have been affected by the Dark Kingdom's power.
- Moon Tiara Boomerang: Sailor Moon removes her tiara, causing it to expand in size. She subsequently retrieves it and exclaims, "Moon Tiara Boomerang!" As she utters this phrase, the tiara absorbs energy and starts to shimmer. She then launches the tiara at her adversary, executing the throw in a manner akin to that of a boomerang.
- Moon Twilight Flash: In the live-action series, Sailor Moon uses the Moonlight Stick to perform the attack.
- Moonlight Attractive Attack: The combined power of all the Sailor Guardians. Sailor Moon holds up her Moonlight Stick, while Sailor Jupiter, Venus, Mars, and Mercury hold up their Star Tambourines.
- Star Manipulation
- Princess Star Attack: Princess Sailor Moon creates five slashes in the air with her Princess Sword and creates a star outline with each slash. The one time it was used against her was when Usagi told Serenity to stop her attack.
- Princess Harp Healing: A healing-based spell performed by Princess Sailor Moon. She transforms into her princess form to control her abilities.
