Phoebe Halliwell is one of the main protagonists of the supernatural television series, Charmed. She is the daughter of Victor Bennett and Patty Halliwell, the sister of Prue and Piper Halliwell, and the maternal half sister of Paige Matthews, as well as the ex-wife of Cole Turner, and the mother of their only child. Together with her sisters, Phoebe protects the innocents from evil spirits who wish to do them harm and fight warlocks who try to steal their power.
After Prue's death, Phoebe became the middle Halliwell sister after her half-sister, Paige, appeared in the series. She is currently married to the cupid Cooper Halliwell, and mother to their three daughters, PJ, Parker and Peyton. In relation to her extended family, she is the sister-in-law of Leo Wyatt and Henry Mitchell and maternal aunt to a great amount of nieces and nephews: Wyatt, Chris Melinda, Kat, Tamora and Henry Jr.

Phoebe was born in Halliwell Manor, which is why she has a stronger connection to it more than her sisters.
Temporarily, Phoebe was in a relationship with the demon Cole Turner and was pregnant with his child, the Source's heir. However, it was undone shortly after the baby was destined to be evil. She lost her chance at love until she met the cupid Coop, whom she married and had three daughters with him: P.J., Parker and Peyton.
Erased Future[]
Alternate 2009[]
In an alternate 2009, magic was outlawed taken from a modern day Salem Witch trial-like apocalyptic future. This all started when Phoebe was enraged by the murder of her friend and mentor, Elise Rothman, committed by Seth Greene. Phoebe used her own powers of empathy by killing greene with his own emotions, later killing him. Witchcraft was exposed, and Phoebe was tried, and later, arrested and sentenced to death. However, this future was prevented when Phoebe had a premonition of her death happening and she and her sisters were sent into the future to prevent it by inhabiting their future selves' bodies. The future nearly came to pass but the sisters managed to prevent Elise from being killed by stopping Greene.
Wyatt's dark future[]
In the previously erased future, Phoebe's nephew Wyatt was corrupted by Darkness after the whitelighter Elder Gideon tried to kill him. Unfortunately, she was vanquished, along with Paige and Piper, when her nephew, Chris, was fourteen. This future was prevented when the sisters intervened and Leo killed Gideon

Through Piper, Leo is Phoebe's brother-in-law, the uncle of her daughters and is her very close friend and former Whitelighter (guardian angels for good witches in the Charmed universe). However, when she first met Leo, he posed as their handyman and like her sisters, was unaware that he was their Whitelighter. She was attracted to him and initially had a crush on him, and began flirting with him. Prue thought Phoebe was only interested in Leo because Piper genuinely had feelings for him, which was somewhat true, causing the two sisters to compete for his attention. However, Phoebe eventually saw that Leo and Piper had mutual feelings for one another and throughout the series, came to see him as a good friend and a brotherly figure towards her. She was the first to discover Leo's status as a Whitelighter and helped him "break up" with Piper, but told him to be honest with her. Leo is protective over Phoebe, showing concern for her when her past self began haunting her and did anything to save her and when she was around Cole Turner, fearing he could harm Phoebe if she stuck around him. She pretended to vanquish Cole but informed Leo that she had spared him because she thought he could help her. He was initially angry with her and scolded Phoebe. However Leo apologized and realized he should have been more understanding while Phoebe acknowledged she could not keep it secret. He advised her to tell Piper and Prue soon because it was the right thing to do.
Throughout season 6, Leo separated himself from the Halliwell sisters because he was an elder and made protecting Phoebe and his family his top priority because he didn't trust Chris with the sisters. When Phoebe lost her powers half way through the season, Leo told Phoebe she was stronger than she realized without her active powers of premonition, levitation, and empathy. In the first half of Season 7, Leo was betrayed by his old mentor Gideon, Phoebe showed extreme concern for her brother-in-law's deteriorating health, and tried helping him get out of his obsession to vanquish Barbas and helped him go through a vision quest. When he became an Avatar, Leo kept it a secret from Phoebe and her sisters, knowing how they would react when they saw the avatars as a threat. In the original timeline, Phoebe was appalled that he lied to them. In the new timeline, Phoebe learned what Leo was (being goaded by the demonic sorceress Kyra) but this time around, had a slightly better understanding. He later went to her first when Leo saw the price for the Avatars' perfect utopia was the lives of others who had conflict still within him and inspired Phoebe to help her sisters fight the Avatars back and have them restore the world to what it one was. Phoebe helped save Leo and Piper's relationship
Overall, the two have a great friendship and care deeply for one another.

Coop is Phoebe's third ultimate love and is both her soulmate and true love. She first learned that the initial of her ultimate love would begin with a "C," according to an apple skin she saw from a soothsayer when travelling through Salem in the early 1600s.
He was sent by the Elders to help Phoebe find love after they had caused the bad blood between them and the Charmed Ones for years. She accidentally bumped into him but ultimately ignored him. Despite his cover that he was her new neighbor, Phoebe learned what he was. He was send by the Elders to help Phoebe find love after they had screwed over Phoebe and her sisters after all these years. However, Phoebe found him irritating and wanted him to mind his own business. She refused his services, believing she could find love on her own. However, being a Cupid, Coop knew that she was afraid of falling in love because Phoebe's past relationships ended in heartbreak, her relationship with Cole being one of them. Coop helped her unblock her heart by showing her all her past loves, including her relationship with Anton when she was P. Baxter in her past life.
Despite Coop's attempts to find a man for Phoebe, they slowly begin to fall in love with each other. However, due to the magical community turning their backs on the Charmed Ones because of Billy and Christy Jenkins, Phoebe called him off. Coop later professed his love for Phoebe towards her father, Victor Bennett when he was searching for her. He was heartbroken to learn that Phoebe and Paige were killed in the explosion during the Ultimate Battle and later gave Piper his Ring so she could travel through time and find a way to save her sisters.
Coop was relieved to find her alive and well when Piper fixed the timeline. He met Wyatt and Chris from the future, where the elder of the two accidentally calls the cupid before them "Uncle Coop," something that immediately shocks both Coop and Phoebe and revealing that the two would get married in the future. However, Phoebe, though she wanted to be married to him told Coop she remembered what Piper and Leo went through during a forbidden romance. When she calls for Coop's help after he was kidnapped by the demon Dumain, Phoebe realizes he must be in danger. In this time, Wyatt and Chris reveal that the Elders break the rules for Phoebe and Coop in hopes of making amends for causing the Sisters conflict throughout the years. They also reveal that their love is strong and true because, all Phoebe has to do is think about him and he always appears. She does as her nephews instruct and Coop appears, proving their love is true.
In the epilogue of Charmed, Phoebe and Coop marry and have three children together, as mentioned in the comics: Prudence Johanna, Parker, and Peyton.

- Her name could be a reference to the Greek Titaness, Phoebe, who was the Titan of Prophecy in ancient mythology. The Greek deity's grandson, Apollo, became a prophet as well, sometimes being called Phoebus Apollo. Fittingly enough, Phoebe does get premonitions that tell her the past and future.
- Phoebe is one of the few Warren witches who was born in the Halliwell Manor, the second being her nephew Wyatt
