Penelope is the tritagonist of Barbie as Rapunzel. She is a teenage dragon who is the daughter of Hugo, a fearsome dragon who strives for his daughter to be as mighty as he is. However, despite their shortcomings, Penelope loves her father, Rapunzel and Hobie. Her friendships with them proves to her father that her mightiness doesn't come from fear, but rather bravery and courage.
She is voiced by Cree Summer, who also voices Valerie Gray in Danny Phantom and Nebula in the Guardians of the Galaxy TV series.
