Laura Kellner is the former Home Secretary of England before. However, she was forced into retirement by Alan Blunt after her missteps nearly jeopardized the world.
She doesn't seem to be based on any character from the Alex Rider book series but seems to have Alan Blunt's darker traits such as disregarding people's concerns or well-being.

Blunt tells Home Secretary Laura Kellner that SCORPIA has reemerged after 17 years in hiding, but Kellner believes SCORPIA is bluffing.
A hidden EPROM in SCORPIA's USB drive allows the Department to communicate with a disguised Julia, who promises to kill the British Reserve Football Team, and a skeptical Kellner overrules the Department’s concerns.
Kellner orders the Department to stall SCORPIA, but Julia refuses to negotiate, giving the British government three days until an entire city is killed.
Posing as a restoration team, SCORPIA takes over Bath Abbey, while Kellner demands a plan from the Department to stop SCORPIA.
Kellner later attempts to scapegoat the Department for her own missteps, but Blunt, Jones, Crawley, and Smithers escape with Alex, who makes a farewell call to Jack, Tom, and Kyra. She is late forced to resign by Alan Blunt for her arrogance. This event causes Blunt to attire from The Department soon after and makes Tulip his successor.
Personality[]
Laura Kellner is an extremely ruthless woman who is snobbish, arrogant and crude, making Alan Blunt look like a saint in comparison. She refused to believe that SCORPIA was a threat, which later led to several agents being killed and an entire football team to suffer the effects of Project Invisible Sword after being warned not to trace the video. She also does not take responsibility for her actions and instead tried to lay blame on the Department for her own missteps which ultimately leads to her forced but well-deserved retirement.
