Jiro is a Lightning Dragon, who was captured by the Claws of Imperium, but was freed by the Ninja. He decided to stay in the Dragon stables under the Monastery of Spinjitzu where he became one of the Ninja's dragons and came under the ownership of Nya.

Flight - Like all dragons, Jiro is capable of flight using his wings.
Speed - He is a very fast dragon as Cole described him as the "fastest dragon", they have.
Lightning - As a Lightning Dragon, Jiro has control over the Lightning elemental power.
Electrokinetic Breath - Jiro is capable of projecting a yellow beam of electricity from his mouth.
Enhance Endurance and Stamina - Being a dragon, Jiro is capable to enduring tons of blows and flying for long times.
Bipedalism - Jiro is capable of moving on two legs like a human.
Fireproof skin - Jiro's skin is able to negate damage from fire.
Wing Barriers - Jiro can use his wings as shields to protect himself or his allies.

Jiro and the other dragons are distantly related to the First Spinjitzu Master and his descendants since all mortal dragons are descendants of Firstbourne (mother of all dragons).
Jiro was named after one of the writers' cats.
In sets, Jay is the one associated with Jiro even though Nya rides him in the series. This is actually fitting given that both Jiro and Jay possess the element of lightning.
