Councilwoman Hawley is a character in the Marvel Cineatic Universe as a minor character in the 2012 film The Avengers and the 2014 film, Captain America: The Winter Soldier. She is a member of the World Security Council and one of the prime oversees of S.H.I.E.L.D.’s operations.
