Officer Fletcher is the tertiary antagonist (later secondary after Jason defected back to the Titans) of the Season 3 of Titans . He is one of the corrupted officers in Gotham City. He joined The Scarecrow and Red Hood in their vendetta against the Titans. Though he tried eliminating Nightwing, he failed each time. After Crane was apprehended, so was Fletcher and every Police force.
