Rokk Krinn/Cosmic Boy is a character in the CW series Smallville. He is a member of the Legion of superheroes who mainly works alongside Dream Girl, lightning Lad and Brainiac. Rokk followed the "no kill" rule after realizing there was another way to stop Brainiac that didn't involve killing Chloe Sullivan, his host at the time.
