Sebastian Blood is the tertiary antagonist of the second season of Arrow. Up front, he appears to be a well-intentioned alderman of Star City trying to help save it. In reality, he is the deranged leader of the Church of Blood, a cult with malicious intentions. He allies himself with both Slade Wilson and Oliver Queen without the latter's knowledge. Sebastian only knows Slade's vendetta against the vigilante and Oliver Queen without knowing they were one and the same.
