The Avatar Program is a section of the Resource Devlopment Administration and a program in which humans' consciousness are transferred to an Avatar body in order to adapt to Pandora better.

Most humans from the Avatar program were to stay in Pandora. Meanwhile, Jake Sully remained an Avatar in order to stay with Neytiri, who he had fallen in love with.
